Troy Eugene Milligan, a cherished soul, was born on March 26, 1971, to Ronald and Dorothy Milligan in the vibrant heart of St. Paul, Minnesota. As the youngest of five, he grew up surrounded by the laughter and camaraderie of family, where the air was rich with the sounds of spirited football, hockey, and baseball games played in the streets.
At the tender age of 13, destiny brought Troy and Amber McGeehan together at Como High School, planting the seeds of a love that would blossom years later. A free spirit at heart, Troy navigated through life with a willingness to lend a hand to all who needed it—a loyal friend who could always be counted on for support. His enthusiasm extended beyond his friendships; he was a devoted fan of the Minnesota Vikings and Timberwolves, proudly sporting their colors and tattoos as symbols of his unwavering loyalty. In quieter moments, he found joy in watching sports on TV or enjoying playful afternoons with his close-knit group of friends playing frisbee golf.
After years of life's adventures, fate reunited Troy and Amber, leading to their joyful marriage. In 2022, they took a new step, relocating to the Fargo Moorhead area to be closer to family and relish the joys of grandparenting. His greatest treasures were his grandchildren, whose lives he enriched with love and laughter.
Troy's legacy endures through his beloved wife, Amber Sanders; his children Marie (Jermaine) Bridges, Michael (Brittany) Sanders, and TJ Sanders; his devoted mother, Dorothy Milligan; and his siblings Jody (Billy) Sannan, John (Maxine) Milligan, Daniel (Carrie) Milligan, and Ronald (Kathy) Milligan. He leaves behind the light of five grandchildren—Luke, Ducky, Danny, Hadley, and Annabele—as well as five bonus children who cherished him dearly: Dani Schleifer, Stephanie Burts, Michael Harmer, Angel Harmer, and Jessica Harmer. He is also remembered fondly by numerous nieces, nephews, relatives, and friends whose lives he touched.
Troy's journey came to a gentle close on November 26, 2025, after a brave battle with cancer, in the warmth of his home and under the compassionate care of HIA Hospice.
A Celebration of Life is lovingly planned for the summer of 2026 in the Twin Cities, where friends and family will gather to honor a man whose spirit shone brightly. Troy will be deeply missed, but his memory will forever resonate in the hearts of those who had the privilege of knowing him.
